SRCS Launches Program to Support Mental Health Services
Introducing the California’s Children and Youth Behavioral Health Initiative
SRCS is participating in California’s new CYBHI Fee Schedule Program. This initiative helps schools sustain student counseling, wellness and other mental health services at no cost to families. It is a first-of-its-kind effort to ensure all students can access mental health resources in schools. The CYBHI fee schedule program makes it easier for students to get critical services at school at no cost, while also helping to sustain existing student wellness programs.
Parents’ partnership is essential to access these additional resources.
SRCS is asking families to provide insurance information, review related notices and authorize SRCS to share information and seek reimbursement for eligible school-based behavioral health services. Families can provide consent through the annual Data Confirmation process in the Aeries Parent Portal or by contacting their school.
California law protects families: participation will not affect your insurance coverage or create a cost to you.
California’s health plans and insurers are now required to reimburse public schools for covered mental health services provided to students at school. Reimbursement funding goes directly back to SRCS to support and strengthen essential wellness and mental health services for students.

This program allows SRCS to recover funding for counseling, wellness and mental health services provided to students. This funding helps support and enhance the delivery of these essential services for all students at SRCS schools.

No. Services at or connected to school are free to families. You will never receive a bill from SRCS, regardless of your child’s insurance coverage.

Having student health insurance information allows us to seek reimbursement from health insurers for eligible school-based mental health services your student may receive. We need insurance information to be able to efficiently seek reimbursement from insurers to help SRCS continue to provide much needed counseling, wellness and mental health and programs for our students.

No. School-linked support does not reduce or impact your plan's benefits.
Under California law, costs for these services must be paid by the insurer, not passed onto families (no out-of-pocket expenses like copayments or deductibles), and will not affect your child's health coverage, as required by state law. Yes. Schools follow education and health privacy laws and collect only the minimum needed information needed for care and billing.
The district will only share the essential information necessary to seek reimbursement, including your child’s name, date of birth, service received, date of service, and the provider’s name, related to these services. The district partners with the Marin County Office of Education, who coordinates the program for participating school districts throughout Marin County, Carelon Behavioral Health, who manages the State's CYBHI program and interacts with insurance companies on districts’ behalf, and Paradigm Healthcare Services, who provides secure billing and data support to the district. All student information remains confidential and is protected under federal privacy laws, including the Federal Educational Rights and Privacy Act (FERPA) and the Health Insurance Portability and Accountability Act (HIPAA).

No. Even without your consent for the district to seek reimbursement for services, your child will continue to receive services at school.

By providing your consent, you allow SRCS to seek reimbursement from Medi-Cal or private insurers to help cover these services at no cost to you. You will never be charged for services your student may receive. Your consent allows Paradigm Healthcare Services, LLC., our billing
partner, to securely share necessary records with Medi-Cal or other health insurance companies.All information is handled confidentially and protected under federal privacy laws, including FERPA and HIPAA. Whether or not you provide consent, your student will continue to receive the services they need.
